These groups are excluded from the unemployment insurance system

During a media briefing, His Excellency Dr.  Abdul Rahman Al Awar, Minister of Human Resources and Emiratisation:

 • The unemployment insurance system targets workers in the private and government sectors, excluding investors, domestic workers, temporary contract workers, juveniles (under 18 years of age), retirees who receive a retirement pension, and those who have joined a new job.

 • The law applies to all employees regardless of nationality and will provide an opportunity to ensure more stability in the work environment.

 • The law of unemployment insurance does not depend on the establishment of a fund managed by a particular entity, but rather it is very similar to purchasing an “insurance policy”.

• The ministry will govern it through a system and according to certain conditions and standards.

 • Unemployment Insurance will cover a specified time frame to motivate the worker to find a job.

 • The Federal Law on Unemployment Insurance will come into force in 2023.
